LEED v5 commissioning requirements

LEED v5 launched on 28 April 2025 and moves several commissioning activities from credit territory into the Energy and Atmosphere prerequisite. This page summarises what changed for the Commissioning Authority role, based on USGBC's published v4 to v5 summary of changes and the v5 credit library.

§ 01

Appointment: the CxA is engaged earlier under LEED v5

LEED v5 expects the commissioning provider to be designated in pre-design or very early in the design phase for Enhanced Commissioning, which is earlier than the LEED v4.1 position of engagement by the end of design development for the Fundamental prerequisite. In practice this means the appointment sits alongside the design team appointment rather than after it, and the Owner's Project Requirements are developed with the commissioning provider rather than handed to one.

Teams sometimes see the appointment milestone quoted as 100% design development. CxM recommends verifying the exact milestone wording against the current v5 reference guide text for the specific rating system in use, because the practical requirement — a commissioning provider in place before design decisions are locked — is what governs the programme either way. Where a project appoints late, CxM opens with a gap assessment before committing to a certification-facing scope.

§ 02

Building enclosure commissioning becomes mandatory in the prerequisite

The most consequential change for owners is that building enclosure commissioning is now part of the Fundamental Commissioning and Verification prerequisite rather than an optional credit activity. The enclosure commissioning provider must include enclosure testing in the commissioning documents and witness a sample of those tests. This requirement does not apply to Core and Shell projects, so a Core and Shell team should read the enclosure obligation against its own rating system rather than assuming the New Construction position.

CxM coordinates and witnesses building enclosure commissioning; the testing itself — air leakage testing, water penetration testing and infrared thermographic imaging of the assembled enclosure — is performed by a specialist testing contractor appointed under the construction contract. CxM writes the enclosure commissioning requirements into the documents, agrees the sampling regime, witnesses the sampled tests, reviews the specialist's reports against the design criteria and records deviations in the issues log.

§ 03

Ongoing commissioning planning moves into the prerequisite

Under LEED v4.1 the ongoing commissioning plan is credit content, delivered as part of Enhanced Commissioning. LEED v5 moves the ongoing commissioning plan into the Fundamental prerequisite, so every certifying project must leave the facilities team with a documented plan for keeping systems in tune after handover rather than a static set of test records.

For a Philippine project this is a meaningful change in handover expectations. The plan defines which points are trended, what constitutes an acceptable operating band, who reviews the data, and what triggers corrective action. CxM prepares the plan from the commissioned sequences and setpoints and hands it over with the systems manual, so the document reflects how the building was actually proven rather than how it was originally specified. LEED v5 also removed the separate current facilities requirements and operations and maintenance plan requirement that sat in the v4.1 prerequisite.

§ 04

Independence requirements are tightened

LEED v4.1 allowed a qualified member of the design or construction team to act as commissioning provider on projects smaller than 20,000 square feet. LEED v5 removes that allowance, and USGBC's summary of changes records that it is also removed for data center projects. The effect is that small projects and data centers now carry the same independence expectation as any other project type, and a design-embedded or contractor-embedded reviewer no longer satisfies the prerequisite in those cases.

This aligns the certification requirement with how commissioning evidence is actually used. A data center owner presenting integrated systems test results to a tenant, or a small project owner defending an energy performance claim, is in a weaker position when the verifier sat inside the delivery team. CxM is appointed by the owner, reports to the owner, and holds no design, supply or installation scope on the projects it verifies.

§ 05

Standards alignment: ASHRAE Standard 202 and ASTM E2947

LEED v5 replaces the Enhanced Commissioning (Option 1, Path 1) standards with ANSI/ASHRAE/IES Standard 202-2024, the commissioning process standard for buildings and systems, and adds a requirement for coordination meetings to work through review comments. Building enclosure commissioning references ASTM E2947-21a and adds air leakage, water penetration and infrared imaging field testing requirements.

USGBC's summary of changes ties the Fundamental prerequisite's commissioning requirements to ANSI/ASHRAE/IES Standard 90.1 without the Section 4.2.5.2 exceptions, in place of the Guideline 0 and Guideline 1.1 references used in LEED v4.1. Where a project specification still cites ASHRAE Guideline 0, CxM confirms the applicable reference against the current v5 rating system text before the commissioning plan is issued rather than carrying the older citation forward.

§ 06

Training plan review and the operational handover

LEED v5 continues to place weight on whether the facilities team can actually run the building. The commissioning provider's involvement in operator training is a review and verification role: the training plan and its delivery are examined against the commissioned sequences, and training verification is recorded as part of the commissioning evidence. Projects should confirm whether training plan review falls under the Fundamental prerequisite or the Enhanced Commissioning credit for the specific v5 rating system, as the placement of activities shifted between versions.

CxM's practice does not vary with that placement. The training plan is reviewed against the systems manual, attendance and content are recorded, and any gap between what was trained and what was commissioned is logged as an open issue until it is closed.

§ 07

The Enhanced Commissioning paths under LEED v5

LEED v5 restructures Enhanced Commissioning into Enhanced Commissioning for MEP systems and Enhanced Commissioning for Building Enclosure, with monitoring-based commissioning available alongside them. The requirement to complete the enhanced path before pursuing monitoring-based commissioning has been removed, new basic and enhanced software paths were added for New Construction, minimum monitoring-based implementation extends to three years, and an energy information system with hourly visualisation is required, covering equipment such as elevators, escalators and kitchen or process loads above 10 kW.

Point values differ by rating system. For BD+C New Construction, USGBC's v5 credit library shows the Enhanced Commissioning credit at one to four points. Core and Shell carries its own option set, including building enclosure commissioning on its own or combined with MEP systems, and its point allocation should be read directly from the Core and Shell v5 credit rather than assumed from New Construction. CxM confirms the applicable point structure with the LEED consultant before scoping the appointment.
