§ 01Philippine Electrical Code (PEC)
The Philippine Electrical Code governs the design, installation and inspection of electrical systems nationally and is the reference used by local building officials and by the professional electrical engineer signing off the installation. It sets the requirements for conductor sizing, protection coordination, earthing and bonding, working clearances, labelling and the segregation of emergency and standby systems from normal supply.
For commissioning, PEC compliance is largely established by the contractor and certified by the responsible professional electrical engineer. CxM's role is verification against the approved design and the specification: confirming that switchgear, distribution boards, standby generators, ATS and UPS have been installed as drawn, that protection settings match the coordination study, and that the contractor's test certificates, insulation resistance results, earth resistance readings and thermographic survey reports are complete and taken under representative conditions. CxM witnesses and reviews these tests; the contractor and its specialists perform them.

§ 02RA 9514 — Fire Code of the Philippines
Republic Act 9514, the Revised Fire Code of the Philippines, and its implementing rules and regulations set the mandatory requirements for fire detection and alarm systems, sprinkler and standpipe systems, fire pumps, means of egress, smoke control, emergency lighting and the fire safety provisions applied by occupancy classification. It is enforced by the Bureau of Fire Protection, and it is the reason fire and life safety testing sits on the critical path of almost every Philippine handover.
Commissioning supports Fire Code compliance by proving that the installed systems perform the functions the fire strategy claims for them. That means FDAS device-by-device verification, fire pump testing at churn, rated and peak flow, sprinkler flow switch and tamper switch proving, emergency lighting duration testing, smoke control and stair pressurisation measurement, PA and mass notification audibility and intelligibility checks, and lift recall behaviour on alarm. The contractor and its fire systems specialist perform every one of those tests; CxM scripts the integrated scenarios, witnesses the testing and records the results against the cause-and-effect matrix.
§ 03BFP inspection and clearance
The Bureau of Fire Protection issues the Fire Safety Inspection Certificate required before an occupancy permit can be granted. BFP inspection is a formal, scheduled event with its own inspectors, and it typically requires demonstration of the fire alarm system, the sprinkler and standpipe installation, fire pumps, emergency lighting and egress provisions, together with the accompanying plans, permits and certificates.
The practical lesson from Philippine projects is that BFP demonstration should never be the first time these systems are run end to end. CxM sequences integrated fire scenario testing well ahead of the inspection date so that defects are found, corrected and retested in private rather than in front of the authority. Where the inspection raises findings, the deficiency log already provides the structure for tracking correction and re-demonstration. CxM attends as the owner's technical representative; the contractor operates the systems.

§ 04DPWH witnessing and building official requirements
The Department of Public Works and Highways administers the National Building Code and, on public projects and on works within its jurisdiction, requires that specified tests are witnessed by its representatives and recorded in the prescribed format. Local building officials apply equivalent requirements for occupancy permitting, drawing on the certificates of the professional engineers responsible for each discipline.
These witnessing events run in parallel with, not instead of, the commissioning programme. The evidence expected is narrower and more prescriptive than a commissioning record, so CxM plans the two together: commissioning tests are scheduled so their results and the plant configuration remain valid for the statutory witness date, and the commissioning documentation is structured so the certificates and records an authority asks for can be extracted without reconstructing them. CxM attends statutory witnessing to represent the owner's technical interest; the contractor performs the tests and the responsible professional engineers issue the statutory certifications.
§ 05MERALCO energisation requirements
Permanent energisation is the single most common programme constraint on a Metro Manila project. MERALCO applies its own requirements before releasing permanent supply, covering the service entrance and metering arrangement, transformer and vault or substation provisions, protection settings, load schedules and the submission of certified electrical documents. Approval is a process with lead time, not an event that can be pulled forward by site pressure.
Commissioning depends on it entirely. Functional performance testing of chillers, pumps, air handling units and lifts, and any meaningful integrated systems testing, cannot proceed on temporary supply of limited capacity. CxM therefore maps the energisation milestone into the commissioning schedule from the outset, identifies which tests can legitimately be completed on temporary or generator supply, and flags the point beyond which further programme compression simply relocates risk into the occupied building.

§ 06NFPA 3 and NFPA 4 for fire systems commissioning
Philippine fire regulation draws heavily on NFPA practice, and two standards are directly relevant to commissioning. NFPA 3, Recommended Practice for Commissioning of Fire Protection and Life Safety Systems, describes the commissioning process for those systems: the roles, the owner's project requirements as applied to fire and life safety, the documentation set and the progression from design review through installation verification to acceptance.
NFPA 4, Standard for Integrated Fire Protection and Life Safety System Testing, is the more prescriptive of the pair. It defines integrated testing of the interconnected systems — detection, alarm, suppression, smoke control, egress, lift recall and building services shutdown — including the test plan, the roles of the integrated testing agent and the witnesses, the sequencing of scenarios and the required documentation of results. Adopting NFPA 4 structure gives a Philippine project a defensible framework for integrated testing that also aligns closely with what BFP demonstration ultimately asks for.
CxM applies both as reference frameworks: the test plan and scenario matrix follow NFPA 4 structure, evidence is retained in the form NFPA 3 anticipates, and the resulting records satisfy Fire Code demonstration, insurer questions and, on LEED projects, the commissioning documentation submitted for certification. Execution of every test remains with the contractor and its specialists.
