LEED v4.1 commissioning requirements

LEED v4.1 remains a registerable rating system, and USGBC has extended LEED v4 and v4.1 commercial project registration to 30 June 2027. This page sets out the v4.1 Fundamental Commissioning prerequisite and Enhanced Commissioning credit as they currently stand, and what the registration close means for teams choosing between v4.1 and v5.

§ 01

The Fundamental Commissioning and Verification prerequisite

Fundamental Commissioning and Verification is an Energy and Atmosphere prerequisite across the LEED v4.1 BD+C rating systems. It applies the ASHRAE Guideline 0 and Guideline 1.1 commissioning process to the mechanical, electrical, plumbing and renewable energy systems, and requires that the Owner's Project Requirements and the Basis of Design are developed and maintained as living documents rather than produced once and filed.

The Commissioning Authority develops and implements the commissioning plan, confirms that commissioning requirements are incorporated into the construction documents, develops construction checklists and test procedures, verifies that testing is executed, maintains an issues and benefits log, prepares the final commissioning report, and reports directly to the owner. The v4.1 prerequisite also requires a current facilities requirements and operations and maintenance plan covering the sequence of operations, occupancy schedule, setpoints and equipment run-time expectations.

Who may act as CxA under LEED v4.1

LEED v4.1 allows the Commissioning Authority to be a qualified employee of the owner, an independent consultant, an employee of a design or construction firm who is not part of the project's design or construction team, or a disinterested subcontractor. For projects smaller than 20,000 square feet, roughly 1,860 square metres, v4.1 permits a qualified member of the design or construction team to hold the role.

CxM's position is that the minimum permitted arrangement is rarely the right one. Even where v4.1 allows a design-team reviewer, the evidence produced by an owner-appointed independent Commissioning Authority is materially stronger in front of a certification reviewer, an insurer or an incoming tenant. Teams that expect to move to LEED v5 on a future project should also note that v5 removes the small-project allowance entirely.

§ 03

Building enclosure under the v4.1 prerequisite

Under LEED v4.1 the building enclosure obligation inside the Fundamental prerequisite is limited: the enclosure must be included in the Owner's Project Requirements and Basis of Design, and those documents together with the design must be reviewed, with ASTM E2947 cited as guidance. That review may be performed by a qualified independent member of the design or construction team who is not responsible for the enclosure design.

Fuller enclosure commissioning, including field testing, sits in the Enhanced Commissioning credit under v4.1. Where CxM holds that scope, CxM coordinates and witnesses building enclosure commissioning while the testing is performed by a specialist testing contractor. Owners comparing versions should note that LEED v5 moves enclosure commissioning, including witnessing a sample of tests, into the Fundamental prerequisite for rating systems other than Core and Shell.

§ 04

The Enhanced Commissioning credit and its options

Enhanced Commissioning under LEED v4.1 is structured as combinable options. Option 1 Path 1, enhanced systems commissioning, is worth three points and extends the prerequisite with contractor submittal review, verification of systems manual and training requirements and their delivery, verification of seasonal testing, a review of building operations at ten months, and development of an ongoing commissioning plan. Option 1 Path 2 adds monitoring-based commissioning for four points, requiring metering and trend points, acceptable value limits, a corrective action plan and at least quarterly analysis in the first year.

Option 2, building enclosure commissioning, is worth two points and may be combined with Option 1, which is how the credit reaches its upper range. USGBC's v4.1 credit library shows the credit at two to six points across the BD+C rating systems, including New Construction and Core and Shell. Because the achievable total depends on which options a project pursues and on the rating system in use, the point count should be confirmed against the specific credit page for that rating system rather than quoted as a single figure.

Registration closes 30 June 2027: v4.1 or v5?

USGBC has extended LEED v4 and v4.1 commercial project registration to 30 June 2027. Teams registering now therefore still have a genuine choice between LEED v4.1 and LEED v5, which launched on 28 April 2025, and that choice should be made deliberately rather than by defaulting to the version the design team knows best.

LEED v4.1 is the lower-friction commissioning route today: enclosure testing stays in the credit, the ongoing commissioning plan stays in the credit, and the small-project independence allowance remains available. LEED v5 raises the baseline by moving enclosure commissioning and the ongoing commissioning plan into the prerequisite, removing the small-project and data center independence allowances, and aligning enhanced commissioning with ANSI/ASHRAE/IES Standard 202-2024. A project with a long programme, a sustainability-led owner, or an asset that will be marketed on operational performance is usually better served by v5; a project already deep into design development under a v4.1 specification usually is not.
