Representative projects

Client identities and commercially sensitive figures are withheld, and several summaries below combine comparable engagements. Scope, technical challenge and outcome are described as delivered.

§ Hospitality

Five-star resort, Central Visayas

Scope: full MEPF commissioning management for a low-rise resort of roughly 300 keys, comprising guest villas, back-of-house facilities, central chilled water plant, kitchen ventilation, pool water treatment, and a fire protection system serving dispersed buildings across a coastal site.

Challenge: the site was phased for early partial opening, which meant a live guest wing shared central plant with an active construction zone. Functional testing therefore had to run without disrupting occupied areas, and fire system interfaces had to be proven separately for each phase rather than once at completion.

Outcome: commissioning was sequenced into three witness windows aligned to the opening phases. Design-stage review of the chilled water control narrative removed a staging strategy that would have run two chillers at low load through most of the year. Testing identified 180-plus deficiencies, all closed before the respective phase openings, and the operations team received a systems manual structured by building rather than by trade.

§ Commercial

Grade A office tower, Metro Manila

Scope: LEED Commissioning Authority appointment plus MEPF commissioning management for a high-rise office development pursuing LEED v4 Gold, covering chilled water plant, air handling and ventilation, HV and LV distribution, standby generation, plumbing and pressure zoning, smoke control and building management system integration.

Challenge: the base build was tendered before the anchor tenant's requirements were finalised, leaving several sequences of operation written generically. Left unresolved, this would have produced systems that passed a nominal test yet failed to serve the tenant's actual occupancy pattern.

Outcome: OPR workshops recovered the operational requirements, and the control narratives were rewritten during submittal review. Integrated systems testing proved fire alarm interlocks, stair pressurisation and generator transfer as one coordinated sequence. Commissioning documentation was accepted in the LEED submission without review comments on the Energy and Atmosphere prerequisite, and Enhanced Commissioning points were secured, including the ten-month post-occupancy review.

§ Mission critical

Colocation data center, Luzon

Scope: independent commissioning of a multi-hall colocation facility, structured Level 1 to Level 5, with a concurrently maintainable electrical and mechanical topology, N+1 chilled water plant, modular UPS and standby generation.

Challenge: energisation was on the programme critical path, with contractual service commitments to incoming tenants. There was strong pressure to compress integrated systems testing into a single weekend, which would have left multiple failure scenarios untested.

Outcome: IST was protected as a discrete two-week phase by rescheduling Level 4 testing hall by hall as each was completed. Failure simulation identified a generator control setting that delayed second-unit pickup beyond the design window, and a chilled water valve sequence that produced a thermal excursion during transfer. Both were corrected and retested. Recorded transfer timings and thermal ride-through data were subsequently used by the operator in tenant due diligence.

§ Mission critical

Enterprise data hall retrofit, Metro Manila

Scope: retro-commissioning and capacity verification of an operating enterprise data hall during a cooling plant upgrade, with no permitted interruption to the IT load at any point.

Challenge: all testing had to occur on a live facility. Failure simulation in the conventional sense was impossible, so the verification strategy relied on staged isolation, load bank substitution in decommissioned racks, and detailed review of BMS trend data against design assumptions.

Outcome: containment leakage and bypass airflow were identified as the dominant cause of hot-aisle temperature variation, ahead of plant capacity. Correcting containment and revising supply temperature setpoints recovered usable capacity without additional mechanical plant, and the upgraded plant was proven at partial load across the full staging range.

§ Infrastructure

Transport infrastructure facility, Philippines

Scope: testing and commissioning witness across mechanical, electrical and fire protection systems for a transport infrastructure building, including tunnel-adjacent ventilation interfaces, standby power and life safety systems.

Challenge: the acceptance regime combined the project specification with regulatory life safety requirements, and the two used different terminology for the same tests. Contractors were producing duplicate and partially conflicting test records.

Outcome: a single consolidated test matrix mapped every specification requirement and regulatory obligation to one witnessed test with one record. Duplicate testing was eliminated, the regulatory inspection proceeded from the same evidence pack as the contractual handover, and the closeout period was materially shortened.

§ Common thread

What the record shows

Across sectors, the pattern repeats. The costly problems are found in control narratives, cross-system interfaces and part-load behaviour, not in individual items of equipment. Equipment usually works. Systems fail to work together, and they fail most often at the boundaries between trades where no single contractor holds responsibility.

Independent commissioning management is valuable precisely because it owns those boundaries. Every engagement summarised above delivered its main value before or during construction, through review and sequencing, rather than through the final test itself.
